அவசர அவசரமாக போராட போகிறோம் 
 அரசாங்கத்தின் துரோகத்தை மறந்து ஏனோ 
திசைமாறி வசைபாடி கொண்டிருக்கிறோம் 
பொறுமை காத்து --யாருக்கோ 
பெருமை சேர்க்கிறோம் 
பொங்க வேண்டிய நேரத்தில் எதற்கோ 
மங்க தொடங்கிவிட்டோம் 
புரட்சிகளை மறந்து விட்டு 
பொதி சுமக்க பழகி விட்டோம் 
இருந்தாலும் 
இறுதி வெற்றி நமதே என்றே

Cabinet to take final call on higher allowances, HRA on June 28

The Union Cabinet is expected to take final call on proposals related to higher allowances, including HRA (House RentAllowance), under the 7th Pay Commission, on June 28. The central government employees are likely to get higher allowances as per the 7th Pay Commission from July. However, the central government employees have been demanding arrears on higher allowances, but the government is in no mood to accept this demand. While the salaries of central government employees have been hiked as per the 7th Pay Commission, revised higher allowances haven’t been paid since July last year.


On June 28, the Cabinet would take up the proposals made by the Empowered Committee of Secretaries (E-CoS), whichscreened the report of the Ashok Lavasa committee on higher allowances under 7th Pay Commission. If media reports are to be believed, the Ashok Lavasa led Committee on Allowances stuck with the 7th Pay Commission’s recommendations on higher allowances. It simply means, there could be no hike in higher allowances. The HRA under the 7thPay Commission is likely to be kept at 27 per cent of the basic pay.

Higher Allowances:

The central government employees should not expect any big announcement on higher allowances under the 7th Pay Commission because the Empowered Committee of Secretaries (E-CoS) hasn’t suggested any hike, according to reports. Sources in the Finance Ministry also said that the quantum of allowances may not vary from those proposed by the 7th Pay Commission and the government is not bound by the findings of the Empowered Committee of Secretaries. “The central government finally decided not to give any facility to central government employees better than the 7th Pay Commission recommendations. Accordingly, the government stuck withthe 7th Pay Commission recommendations on pay scales and advances and its implementation have been made forcefully,” sources in the Finance Ministry were quoted as saying.

HRA:

The E-CoS has suggested to keep the HRA rate at 24 percent, 16 percent and 8 percent of the Basic Pay for Class X, Y and Z cities respectively, as recommended by the 7th Pay Commission. The central government employees, however, demanded to retain HRA rate at 30 percent, 20 percent and 10 percent of Basic pay (pay in the pay band plus grade pay). A Financial Express report said the HRA in cities with population above 5 million could be 27 per cent of the basic pay. Shiv Gopal Mishra, chief of the National Joint Council of Action (NJCA), leadingthe 7th Pay Commission negotiations with the government, also said that there is a possibility of higher HRA than that recommended by the 7th Pay Commission.

Arrears:

The central government employees have demanded arrears on higher allowances as well, but the government neither accepted, nor rejected their demand. Shiv Gopal Mishra was unsure whether their demands about arrears on higher allowances under the 7th Pay Commission will be accepted.

ஆதார் பதிவிற்கான ஆன்-லைன் தேர்வில் தேர்ச்சி பெறுபவர்கள் மட்டுமே மேற்கண்ட வேலையினை செய்ய பணிக்க படுவார்கள். தேர்ச்சி பெறாதவர்கள் தகுதி இல்லை என்று மேற்கண்ட பணியினை மேற்கொள்ள அனுமதி இல்லை.

TRAINING ON SUNDAY

All SPMs and PAs have been directed to undergo Aadhar registration training at WCTC Tiruvarur on Sunday the 18th June 2017. The trainees have thus been deprived of their paid weekly off besides compelled to work on training. Kindly cause necessary action either to cancel the training on Sunday or for payment double duty wages ( wage in lieu of paid weekly off and wages for performing duty by undergoing training ) to all trainees.

Supply of Pay Tables for Calculation of Pre-2016 Pensioners-reg

This is regarding revision of pension of pre 2016 pensioners by notional fixation of pay wrt LPD on the date of retirement.   Pay fixation tables for notional fixation as on 1.1.1996 ( V CPC ) and on 1.1.2006 ( VI CPC ) are not available with DDOs for easy reference. Similarly the notional pay arrived at as on 1.1.1986 in respect of pre 1986 pensioners wrt OM dated 10.2.1998 is not recorded in PPOs available with DDOs. Hence it is requested that the matter may please be taken up with appropriate authority to cause supply of pay tables and  notional pay in r/o pre 1986 pensioners immediately to DDOs so as to ensure early revision.

     Attaching of P.A.s with SBCO against recruitment rules

     The P.A.s those who have been attached with SBCO are not trained in SBCO modules and they have not been extended with any other trainings. Moreover  large no. of P.A.s are diverted from General Branches to SBCO while there is acute shortage of staff due to  non announcement of results, current year vacancies,  non filling up of vacant post due to irregular assessment of vacancies. This should be stopped immediately. It was replied that, this will be reviewed by Regions to reduce attachment of PAs to SBCO. But no improvement till date.



Subject No. 15:

     Request to settle the long pending stepping up of pay of the promotee seniors with direct recruited juniors appointed on or after 01.01.2006 cases.  Moreover, fixation of pay cases of several postman staff is also pending in many Divisions. For eg. Cases of Pudukkottai, Tiruvannamalai, Chengalpattu, Chennai City South Divisions, etc.  These cases are reportedly pending with CIFA, as replied by the R.O. CCR. No settlement till date.

என் பெயர் பாலகிருஷ்ணன்.
ஒரு காலத்தில் சென்னை மற்றும் வேலூரில் என் பெயர் தெரியாத அரசு அதிகாரிகளே கிடையாது.
இன்று நான் முகவரி கூட இல்லாமல் வாழ்கிறேன்.
கோயம்பத்தூரில் ஓரு கிராமத்தில் ஓரு ஓட்டு வீட்டில் நானும் என் மனைவியும் அனாதைகளாக..
நான் என் வாழ்வில் உணர்ந்த விசயத்தை உங்களிடம் பரிமாற்றம் செய்கிறேன்.
நான் அரசு பணியில் பல துறையில் பணியாற்றி உள்ளேன். சம்பளத்தை விட கிம்பளம் (லஞ்சம்) நிறையவே பெற்று சந்தோஷமாக இருந்தேன்.
ஆண்டவன் நம்மை நல்லா வச்சிருக்கான் என்று சந்தோஷமாக கோவிலுக்கு சென்று பூஜை புனஸ்காரம் செய்து வந்தேன்.
எனக்கு ஓரே மகன். நல்லா எம்.பி.ஏ. வரை படிக்க வச்சேன்.
ஒரு கிரவுன்ட் இடம் வாங்கி கார் பார்கிங், வீடு, கார், தோட்டம் என நாங்கள் சந்தோஷமாக இருந்தோம்.
நானும் ஓய்வு பெற்றேன்.
என் மகனுக்கு திருமணம் செய்து வைத்து, சென்னையில் ரூ.40,00,000-தில் பிளாட் வாங்கி குடியேறினேன்.
மருமகளும் கர்ப்பமாக இருந்தாள்.
7ம் மாதம் சீமந்தம் வைக்க ஏற்பாடு செஞ்சிக்கிட்டு இருந்தேன். ஒரு போன் வந்து என்னை தூக்கி போட்டது. போனில், அவர் சொன்ன விசயம்...
"உங்கள் மகன் பைக் விபத்தில் அரசு மருத்துவமனையில் உள்ளார் வந்து பாருங்க..." என்று.
விழுந்தடித்து சென்று பார்த்தேன்.
என் மகன் கோமா நிலைக்கு தள்ளப்பட்டான்.
என் மருமகளுக்கு ஆண் பிள்ளை பிறந்தது. ஆனால் என் மகன் இரண்டு மாதத்தில் உயிர் பிரிந்து விட்டான்.
என் மருமகள் அவர்கள் வீட்டுக்கு குழந்தையுடன் சென்று விட்டாள். பின்னர் அவளுக்கு ஜீவனாம்சம் மற்றும் பேரன் வாழ்க்கை செலவு என வழக்கு தொடர்ந்து எங்கள் சொத்துக்களை எல்லாம் வாங்கி கொண்டாள்.
இப்போது எனக்கு கிடைக்கும் பென்சனை வச்சுத்தான் காலம் போகுது. சாப்பாடு செலவுகள், வீட்டுக்கு வாடகை போக முட்டி வலி, சர்க்கரை போன்ற நோய்கள் பற்றிக்கொண்டதால் மருந்து செலவு வேறு...
அப்போது தான் யோசித்தேன், 'ஏன் நம் வாழ்க்கை இப்படி ஆனது என்று...'
என் மனம் சொன்னது, 'நீ வாங்கிய லஞ்சம் தான் உன் வாழ்வை சீர்ழித்தது...' என்று.
'சரி... லஞ்சம் வாங்காமல், என்னுடன் சம காலத்தில் பணிபுரிந்த என் நண்பர் ஒருவரை தொடர்பு கொண்டேன்.'
அவர் என் நிலை கண்டு மனம் சங்கடப்பட்டார்.
'சரிப்பா நீ எப்படி இருக்க..?' என கேட்டேன்.
அவர் சொன்னார், "நிம்மதியாக இருக்கேன்... உண்ண உணவு, உடுக்க உடை, பேரன் பேத்தி, ஓய்வு பணத்தில் சிறியதாக ஒரு வீடு, பையன், பொண்ணு தனியார் கம்பெனி வேலை...
நானும் என் மனைவியும் நிம்மதியாக  இருக்கோம்.." என்று சொன்னார்.
என்னை யாரோ செருப்பால் அடித்தது போல் உணர்ந்தேன்.
நானும் கோவிலுக்கு போனேன் விபூதி குங்குமம் வைத்தேன். அபிஷேகம் எல்லாம் செஞ்சேனே. எனக்கு மட்டும் ஏன் இப்படி..?
அப்போது தான் என் காதில் "அபிராமி அந்தாதி" எங்கோ பாடியது என் காதில் விழுந்தது.
"தனம் தரும், கல்வி தரும்...
ஒரு நாளும் தளர் வறியா மனம் தரும்...
தெய்வ வடிவும் தரும்...
நெஞ்சில் வஞ்சம் இல்லா இனம் தரும் அன்பர் என்பருக்கே...
கனம் தரும் அபிராமி கடைகண்களே."
உணர்ந்தேன் நாமும் கோவிலுக்கு போனது பத்துல ஒண்ணா போச்சே.
நல்லா இருக்கும் போது உண்மையை உணரவில்லையே.
உயிரற்ற பொருள் வாங்கி குவித்தேன்.
என் உயிர் உள்ளே உள்ள பொருளை இழந்தேன்.
இன்று...
வாழ்க்கையை இழந்து நிற்கிறேன்.

தெய்வம் நின்று கொல்லும்...
மக்களுக்கு செய்யும் சேவையே...

Report On Allowances To Be Placed Before Secretaries Panel Next Week

New Delhi: The report on allowances will be placed before the empowered committee of secretaries in the next week for screening, a finance ministry official told on Monday.

The empowered committee of secretaries to take up all issues of allowances, including house rent allowance (HRA), which has been submitted by Committee on Allowances headed by Finance Secretary Ashok Lavasa on its report under the recommendations of the 7th Pay Commission.

The Cabinet approved the setting up of Empowered Committee of Secretaries on January 13, 2016 to process the recommendations of the 7th Pay Commission in an overall perspective. Accordingly, the report of allowances will be screened by that Empowered Committee of Secretaries, the official said.

The finance ministry has set up a 13-member Empowered Committee of Secretaries (E-CoS) headed by Cabinet Secretary P K Sinha on January 27, 2016 on cabinet nod for processing the report of the 7th Pay Commission, which has bearing on remuneration of 47 lakh central government employees and 52 lakh pensioners.

The other members in the panel include secretaries from the Home Affairs and Defence ministry and secretaries of department of personnel and training, pension and PW, revenue, expenditure, posts, health, and science and technology. Chairman of Railway Board, Deputy CAG and Secretary (Security) in the Cabinet Secretariat are also on the panel.

“It will look at all the issues of allowances, including HRA and it will function as a Screening Committee to process the Committee on Allowances report with regard to all relevant factors,” the official said.

“The report on allowances is now being examined in the Department of Expenditure. It will be completed shortly, we expect, the finance minister Arun Jaitley next week will hand over it to the Empowered Committee of Secretaries (E-CoS) to examine it and after consideration by the empowered committee of secretaries, the higher allowances shall be placed before the Cabinet for approval.,” the official added.

The employees now get all allowances except dearness allowance at the old rates until the cabinet approval of higher allowances.

Little hike in fitment factor will make minimum wage rise substantially, will Modi Cabinet do it?

“If they increase the fitment factor to 2.67, then the minimum wage would be Rs 20,000. Although, we have demanded Rs 26,000 as the minimum salary, we are not rigid on it. 
New Delhi, May 7: As per the modifications in 7th Pay Commission approved by Union Cabinet for Defence personnel, the salaries of Lt Colonels and Brigadiers could be revised using the fitment factor between 2.57 to 2.67. The decision came after the unions had complained over the index of rationalisation, recommended by the Justice (retd) AK Mathur-led 7th pay panel.

The changes approved by Centre for Defence personnel creates speculation whether the fitment factor would also be revised for other central government employees as well. The National Joint Council of Action (NJCA), which is leading the 7CPC negotiation on behalf of employees, have demanded the government to increase the fitment factor from 2.57 to 3.86.

On being asked by India.com, whether Centre could increase the fitment factor for central government employees akin to the manner in which it raised the index of rationalisation for a section of defence personnel, NJCA chief Shiv Gopal Mishra said, “If they increase the fitment factor to 2.67, then the minimum wage would be Rs 20,000. Although, we have demanded Rs 26,000 as the minimum salary, we are not rigid on it. The matter is negotiable.”

The minimum salary, following the implementation of 7th Pay Commission in July 2016, was increased to Rs 18,000 from Rs 7,000. However, the unions were unimpressed, demanding Rs 26,000 as the minimum salary, considering the impact of inflation.

According to a top union official, who spoke on condition of anonymity, the government would increase only the ‘minimum salary’ using a fitment factor in the range of 2.67 to 3.16, depending upon the pay band. The fitment factor is unlikely to be revised for wages of all central government employees. - India.com

It is also learnt that timely service to the public is also badly affected. Hence this union appeal to the administration to effectively ensure staff management by deploying justified staff as per work load on record.

Exploitation of Labour-Nagapattinam Division-reg.

Dear Com. Circle Secretary,

      Sub:- Exploitation of Labour-Nagapattinam Division-reg.
      It is brought to the notice of this union that more than 120 SGB applications in r/o 2017-2018 Ist sales have been received at Nagapattinam HO. The actual working strength of the HO as on date is only as against the Sanctioned Strength of 21. The day to day work itself is being completed with much difficulty by thrusting undue excess work load on the shoulders of available staff on duty. In these circumstances it is learnt that SPOs, Nagapattinam has refused to provide additional man power to upload the SGB applications in software and also ordered that the Postmaster has to get the work extracted/completed immediately. This union wishes to point out that it is a clear case of exploitation of labour. Hence it is requested that the matter may please be taken as with RO,Trichy to cause attach additional man power specifically for SGB work so as to avoid delay & error in uploading besides avoiding exploitation of labour.
      Nature of action taken may please be initiated.
